MANCHURIA. Please see Mr. Carnegie's telegram No. 159 of the 25th August. I am informed by my Japanese colleague that negotiations will shortly be concluded for the restoration of the Newchwang customs administration. I gathered from Mr. Hayashi's language that a secret understanding would be come to concerning the conditions.

At Dalny the Chinese Government want a purely native customs administration, while the Japanese Minister is in favour of an arrangement similar to that which exists at Kiaochow.

The assent of the Russian Government to the customs stations on the frontier of Manchuria has practically been obtained by M. Pokotilow, who, however, foresees that the military authorities may possibly raise difficulties.
